need guardrail for editing cleared suspense on case

We need guardrails on the case side of FAST regarding being able to edit a cleared suspense record. These guardrails exist on the policy side. Need to talk through this request to decide exactly what we want to request, but at a minimum, we should not be able to choose 'voided' for the 'cash dtl status'.
