Beneficiary | Percentage should be a required field

When adding a beneficiary, the percentage field is not required. Have this field be required in the future.

"The percentage (%) section should be required in when we are adding or changing a beneficiary. It doesn’t appear to have a red asterisk like the name and relationship do. I changed the beneficiary in one of the FAST cases and it let me go through without completing the percentage. Also, it didn’t give me an error message either so that could be something that is missed when updating the beneficiary."
