reverse issue transaction drop-down

When reversing the issue transaction to bring a policy back to the case side, the selection we always choose is 'Reissue - Date of Birth Change' - this is not intuitive that this would be the selection to make for every re-issue (most are not DOB changes...but yet that is the selection we are supposed to remember to choose regardless of the change being made). The selection title to choose for a re-issue should be: Reissue. And then if we are not going to use the other options, they should be cleaned up.
