Tie 1035 Approval and the outstanding Statement of Health together

Currently receiving off the 1035 approval will generate a task to start the 1035 but often times the SoH is still outstanding and the 1035 cannot be started until it is received IGO. Today we have to wait to receive off the approval if the Soh is outstanding which causes additional calls and emails from agents telling us they sent in the approval and asking why it isn't received off. If they were tied together, both needing to be received off to generate the okay to start to the 1035 team, they could be received off separately.
