validation for percentage file in External Contract Update

Percentage field in the External Contract Update - QT needs to have validation of not allowing anything other than numbers and no more than three. (had scenario in production where a percentage sign was entered in the field with the percentage - example - they entered 100% instead of just 100 - and this caused the call to P+ to fail.
