1035 form requirement needs to indicate wet-signed

In FAST, when the process is established for adding requirement for 1035 form, there are many things we want to communicate to the agent. Ideally this process would be automated so that anytime a case is received that is indicated as a 1035 and there is no 1035 form, an auto requirement will add for the 1035 form and it will indicate that the form must be wet-signed.
